FAQ - Coal Analyses (Part II)

8. Important EPA policy change for units getting only 1 or 2 shipments of coal a month.

This question appeared in the original version of the FAQ. It is similar to example 6 in answer 1 of FAQ Part I.

Site receives seven shipments per year (by boat) from a single source and a single seam from May to November. They burn this stockpiled coal throughout the year. Do they obtain only seven composited coal samples?

New answer: A minimum of three analyses must be reported for each month that the facility either receives or combusts coal. If only one shipment is received per month, this company should perform three analyses on the sample (composite or individual) obtained for that shipment. If two shipments are received per month, this company should perform two analyses from the sample taken for one shipment and one from the other. For months during which the unit operates but no coal is received, three analyses must be provided, preferably from as-fired samples.

Note: Since this is a change in strategy arrived at after discussions with industry groups, and since the data sampling had already commenced, EPA has made the following decision. If a company collected samples from as-fired coal to make up for not having at least 3 shipments a month, then that will be flagged when the data is submitted. More details on how to indicate if a sample is from as-fired coal will be available in the Web site user's guide.

9. When is data due and where should I send it?

As noted page 2 of Enclosure 1 sent to all ICR recipients, "a copy of each Part II compiled for a calendar quarter should be completed and returned to the address noted below (or entered on the ICR Web site) within 45 days of the end of the previous calendar quarter".

Therefore the third quarter's data may be delivered (or entered on the ICR Web site) to EPA from October 1, 1999 to November 15, 1999 but no later than November 15th.

10. How do I account for fuel type in my records of shipments?

A. This is implicitly necessary for Part II but was accidently left out. The website will contain a pair of fields (fuel type 1 / fuel type 2) that will allow the company to define what each shipment consisted of. For example:

Coal - Bituminous / None
Coal - Bituminous / Coal - Subbituminous
Petroleum Coke / None
Waste Anthracite / None

EPA needs to know what fuel, or combination of fuels, was in a particular shipment. For those companies that are planning on sending the Part II data in as hard copy, please include these columns and nomenclature with every shipment record.
