2. I have more than one control device on the unit that was selected. Do I have to do inlet/outlet testing on each one?

Simultaneous inlet/outlet testing must only be performed on the last control device prior to exhausting to the atmosphere through the stack. Where units have controls that handle only a portion of the exhaust gas stream (e.g., for reheat purposes), the control handling the majority of the gas stream should be tested.

3. Do I have to use paired sampling trains at the inlet and outlet?

A. No. The requirement for paired trains was dropped during discussions with the Office of Management and Budget (OMB). Single sampling trains only are required at both the inlet and outlet of the tested control device.

4. At what date is the test to be completed? How soon can it take place?

A. A site-specific test plan and a Quality Assurance Program Plan (QAPP) must be developed for each unit to be tested. Information on the preparation of the site-specific test plan may be found in the EPA document entitled "Preparation and Review of Site-specific Test Plans". Requirements for the QAPP may be found in the EPA document entitled "EPA Requirements for Quality Assurance Project Plans for Environmental Data Operations; EPA QA/R-5". Further guidance on the preparation of QAPPs may be found in the document entitled "EPA Guidance for Quality Assurance Project Plans; EPA QA/G-5". Both the site-specific test plan and QAPP for each unit to be tested should be submitted by June l, 1999 to:

The EPA will review and approve the site-specific test plan and QAPP, or provide comments for revision if necessary, within 30 days of receipt. The site-specific test plan must include proposed test dates. The testing should not begin until EPA has approved the test plan and QAPP, so please plan for EPA's 30-day review period in scheduling test dates. The EPA would prefer to have test data submitted as soon as it is convenient for owners/operators to do so, but in any event owners/operators should complete all testing such that all final emission test reports are received at the above address within 90 days of completion of testing but no later than May 31, 2000.
