FAQ - Speciated Mercury Emissions Data (Part III)

9. Since the standard operating procedures (SOPs) for the analysis of the samples from the Ontario-Hydro method are not going to be developed until June, when the method becomes final, what are we suppose to do about including this information in the quality assurance project plan (QAPP) for the tests?

A provision is going to be made to accommodate this situation. The QA Officer will be looking for the reference to the undeveloped SOP with a note of its inclusion upon the SOPs completion. The QAPP could then still be approved with the notation of this temporary omission. Once the SOP is completed (or a solid draft is supplied), it would need to be incorporated as appropriate into the QAPP and all effected sections submitted as a revision for approval.

10. I am inquiring about the coal samples to be collected as a component of the Part III testing. The parameters of interest as identified in the Part II FAQ Question No. 3 are:

Total sulfur, percent (dry basis)
Heating value, Btu/lb (dry basis)
Ash, percent (dry basis)
percent Mercury, ppm (dry basis)
Chlorine, ppm (dry basis)

Do we need to collect a coal sample for every Ontario Hydro run? (EPA: YES)

Multiple samples are collected over the course of each Ontario Hydro run; these samples are to be composited prior to analysis so that you would have one composited sample to be analyzed for each Ontario Hydro run. The correct number of samples to be composited for each run would be according to recognized procedures for coal sampling for this situation [astm].

11. Where do I send my site-specific test plan and quality assurance program plan (QAPP)?

These documents are due to EPA by COB Tuesday, June 1, 1999. Because of the necessary inclusion of various diagrams and figures, electronic submittals are not acceptable; hard copies are required (3 copies).

EPA will allow submittal of the documents direct from the utilities environmental testing contractor as long as it is clear that it is the official submittal of the utility.

12. Scheduling and Formatting of Emission Test Reports Information

The following points are provided as a reminder and as supplemental information for those facilities conducting speciated mercury emissions testing under Part III of the mercury collection effort.

  • Each emission test report should be formatted according to the guidance provided in the EPA document entitled "Preparation and Review of Emission Test Reports (see enclosure 5 of the March 11, 1999 letter to each company with a facility to be tested) or on the Internet at http://www.epa.gov/ttn/emc/guidlnd.html).

  • The emission test reports are due to EPA within ninety (90) days of completion of the testing. Three copies of the reports are requested, at least one of which shall be unbound. All reports should be submitted to:

  • Each facility may consider their first submittal to be "final." However, to ensure the adequacy and quality of the data, the EPA reserves the right to review each submitted test report for adherence to (1) the respective facility's site-specific test plan and quality assurance program plan (QAPP); and (2) accepted emission test procedures. The EPA also reserves the right to request additional, supplemental information (including retesting) should the initial submittal be found deficient. Each facility will be notified of the results of the review along with any requests for supplemental information, corrections, etc.

  • Five copies of any revised report are requested, at least one of which shall be unbound, to be provided to the EPA address noted above.

  • All testing must be completed by March 2, 2000 so as to comply with both the 90-day interval between completion of testing and submittal of the test report and the no-later-than May 31, 2000 final submittal date noted in the March 11, 1999 letter.
